Not for toddlers 1 to 3 years, box says over 3 years!

The �鶹�� ad says for toddlers 1 to 3. The box says two things. One on the box says choking hazard, not for children under 3 years old and a sticker says recommended age 18 months +. I don't feel comfortable with the ambiguity so I am returning the product.
