A beautiful woman is found floating in the South China Sea, on the south side of Hong Kong Island. A single casino chip links her to a billionaire's brand new casino in nearby Macao. It falls to the unlikely figure of Detective Chan of Hong Kong's Bureau of Harmony to investigate further.
As Chan uncovers the truth, it becomes clear that there are implacable forces standing in his way, including vicious triads, corrupt billionaires, and the police. Chan follows the threads leading from Hong Kong to Macao and to Mainland China and tries to stay alive in the process.

"The explosion was deafening. It came from about 200m away. It boomed and the sound rolled down the street. Chan felt the blast of the air waves as if being fanned by a volcano. His ear drums rang from the pressure. There was screaming, crying and shattering glass. The air seemed to become visible, like heat rising from asphalt on a hot day. A neon sign had smashed and the shards were raining on the street. The sign buzzed loudly. Both policemen had turned towards the explosion. Chan could see a cylindrical orange rubbish bin had scattered itself over the street, the bright plastic embedding itself into the bark of a tree on the other side."
