Test leads are usually made with silicon wire to keep them flexible, have heat and cold resistant. The insulation is chosen to be both flexible and have a breakdown voltage higher than the voltmeter's maximum input voltage.
Two probes are used together to measure voltage, current, and two-terminal components such as resistors and capacitors. When making DC measurements it is necessary to know which probe is positive and which is negative, so by convention the probes are colored red for positive and black for negative.
