This cord seems to work really well. It will get tangled and stop unrolling if you try to unwind from the outside. It has a short length of wire coming out of the central hole. I tried pulling it put from the hole, which unwinds from the inside-out, and this seems to work very well. I included a photo of the wire coming out of the central hole. There were no instructions telling me how to do this. I had to figure it out for myself. An alternative would be to use large scissors to cut off the plastic case. Then you could probably unwind from the outside, but be careful not to get the wire tangled. Also, I suspect that this wire, being coated with plastic, is probably reasonably durable for outdoor use.
When you receive the item, a small length of wire is needed to be pulled up and out from the center of the roll. This will allow you to pull the tie wire out and use the built in cutter to cut to the desired length. I installed a small hook in the fence above my grow bags to allow the ties to be stored closer to where they are needed and reduce clutter in my shed and prevent the roll becoming lost or misplaced.

I could not get the lead thread out of the roll, it was stuck somewhere in the middle. I had to cut the roll open in order to use it, and it was a dreadful tangled mess. The twine itself is very thin but sturdy enough, but I had to double-thread it to be certain of it. I was able to use it with difficulty, but it is a dreadful tangled mess and an annoyance when I have to use it again. Don't buy it!!
These ties are plastic with a metal wire inside, so pretty weatherproof. Convenient to be able to cut them to whatever length you want. The cutter works well.
This product is super. I secure everything from roses to shrubs, to tomatoes, to house plants with twist tie sand have never had a plant stem crack or lose a petal. I also use it to bind storage parcels and tidy extension cords and computer cables. It's really an all-purpose product that can be used over and over.
I like that you can cut this wire to whatever length you want. The clip that cuts the wire is super easy to use. I used this wire to hold items on a Christmas wreath I made. It worked great but I do wish the wire was thicker, we will see how it holds up over the years.
