It does product some mist but it is very under whelming and if you are trying to buy it for Halloween I would recommend maybe purchasing a bigger mist maker. But if you want little mist to play with your kids, it is a very safe product and won't cause any harm.

The mist maker slowly declined in functionality for about 1 month after buying it. I tried removing the discs and cleaning off all of the deposits yet it still outputs minimal amounts of fog compared to when I first received it. I would not recommend this item to anyone who wants a fogger that is going to last more than a month. It crapped out 2 days after the return window closed. Cheap POS. *DO NOT BUY UNLESS YOU ONLY NEED IT TO WORK FOR A LITTLE MORE THAN 30 DAYS*** ps if you need one that actually works for longer check out hydronic specific foggers

Very fiddly about positioning in the water; the depth which it actually makes mist is very narrow. Most of the time if the depth is slightly off, it just awkwardly flicks water spray all over without misting. This is compounded by the natural tendency of the device to wander around the bottom of the container it's in if it isn't rigidly anchored in place. I'd have returned this thing if I didn't have to epoxy it down to make it work reliably.
